I recommend DB2 10.5 Fundamentals for LUW by Roger Sanders. I have pasted the amazon link of the book.

1) go to the next IDUG conference in Philadelphia, PA USA in April and/or join a local Db2 Regional user group (see idug.org for details)

2) Db2 v11.1.3.3 is the latest version.  Download Db2 Developer Community Edition for FREE : https://www.ibm.com/analytics/us/en/db2/trials/

3) Roger Sanders' books are the best!  There are also free books for v10 and v11:
