I have a DB2 9.7 database stuck in a backup pending state and cannot seem to clear the issue

the error is:

SQL1116N

connection or activation of database <db> cannot be made because of BACKUP PENDING SQLSTATE=57019

the specified database requires a backup to be taken to provide a starting point for roll-forward recovery.

i have tried the GUI and the command line to no avail, the GUI returns the above error and the command line will not allow connection to run the backup

please help
